Features of the Planned Intersections

  • Ekwill, east and west of 217, doesn’t join
    • Old Town Goleta still divided by 217

  • Southbound traffic on Kellogg would not be able to turn onto Fowler/South
    • trips from Page Hotel (Key Site 6) to the Airport via Fowler/South are impossible

  • Ekwill to Fowler/South separation, 1500 feet, is closer than expressway requirements allow

  • Close 217 on-ramp from Hollister


  • Raise 217 south and northbound
  • Continue Ekwill under 217
  • Get to 217 northbound via Ekwill/Ward


  • About $4 million
  • Win $6.4 million from deferral of Fowler/South

Conclusions

  • We’ve achieved a reasonable understanding of the County Plan

  • We’ve provided an attractive alternative
    • Perhaps costs can be covered by slight rearrangements of the existing plan

  • Some further adjustments could be desirable
    • Fowler/South on-ramp to 217 +$0.8 million
    • save Hollister/217 southbound on ramp
  •
