Dear Supervisor Beall:

For your information, I have enclosed a copy of a letter, dated September 11, 2000, from Dr. Harry Nelson, Vice-Chair, UCSB's Highway 217 Review Committee, to Mr. Matt Dobberteen, a planner with the County's Planning and Development Department. This letter outlines the University's concerns regarding the August 22, 2000, workshop between UCSB and County consultants and staff dealing with alternatives to stoplights on Highway 217 and traffic analyses related to these alternatives. In addition, we will be attending a similar, follow-up workshop on Tuesday, September 19, 2000. I also have enclosed the responses to our letter from Mr. Phillip Demery, Director of Public Works, County of Santa Barbara, and Mr. Dan Dawson, Supervising Transportation Planner, ATE.

As discussed in the letters, because of the important new information and issues which arose from the August 22nd workshop, we do not believe that the September 22nd "deadline" for alternative designs to signalized intersections is necessary or appropriate. The information discussed at the August 22nd workshop suggests that the County's traffic planning assumptions to-date have been in error, and that there is a superior alternative to signalized intersections which the County has overlooked. We believe that cooperative planning efforts could result in a mutually acceptable solution to the Highway 217 issues. We would like to work with the County and its consultants to fully develop this solution, which hopefully could be jointly recommended to the California Transportation Commission as being both in the State and local interest. We do not believe that the purpose of our joint planning exercises should be to merely develop perfunctory CEQA alternatives to the County's signalized intersection proposal.
